 I have to update my earlier posting about kanji font files.
(Thanks to Nilsson-san [b6513@ccut.u-tokyo.junet] for your
comments on this.)

well, what is public domain ?  As JIS is originally made to 
make some kind of standard widely accepted all over Japan,
there is NO COPYRIGHT on the floppies.
  I asked the person at NIHON KIKAKU KYOUKAI and found that
they didn't think about think about the matter. After talking 
with him several minutes I found out:
  1. If A has floppy disks from NIHON KIKAKU KYOUKAI, he may
	give the copy of them to other person B.  
  2. This may permittable, according to his comments,
     but if A sells them to B, what will happen ?
	Person at KIKAKU KYOUKAI said that they will be in 
	KOMATTA-situation, that is, they have actually no means
	to stop that legally.
  Anyway, as I wrote earlier, JIS is intended to be widely known to
all the people in Japan, there may be no trouble in distributing
it to other people.
(Even if you won't go to jail, I advice you not to sell it 
commercially.  Floppies cost less than 2000 yen! :-) )
