I am for the opinon of Mr. Ogawa to use JIS Kanji and JIS Romaji
with ESC-$-@ and ESC-(-J and not JIS Kana. Some Kanji terminals in our
Lab. can treat ESC-(-J sequence correctly.

But the 1st test messages has a problem as you noticed. Most Kanji
articles include ESC-(-H/J before every new line character (0/10) as
a convention. If we obey the JIS C6228, we don't have to enter the
Romaji-mode to issue the new line character, and the 1st test article
based on this rule. This cause few trouble in 'rn' with a little hack
and read article from 1st line to last line sequentially. But when the
user wants to back a page with 'b' command, 'rn' can not determine
whether that page begins in Romaji-mode or in Kanji-mode.

Therefore, I propose that we still continue to use the convention
which we issue ESC-(-J before every new line character.

    How do you think?
